Winter affects in Pacific theatre

Do you still get a negative or positive modifier during combat in the tropical places (India, Southeast Asia, pacific islands) during the winter? I would think no, or maybe only in China, but can you guys clarify this to me?

I actually found something on the rules about that: "  In   the   Pacific   theater,   Winter modifiers  effect  only  mainland  Asia  and  Japan  territories
that  are  mountainous  or  North  of  the  Yangtze  river  and Himalaya  Mountains.    South  of  the  Yangtze  /  mountains
Winter  effects  are  ignored  as  well  as  in  all  islands  in  the Pacific  and  Australia  with  the  exception  of  the  Aleutian islands (Attu-Kiska, Adak, and Dutch Harbor."
