The Norwiegan mess we found ourselves in

Our last game had this conundrum:

Germany lost initiative and drew a 0 chit first, then sent paratroopers to Norway.

Norweigan Troops were replaced with British troops per the rulebook.

Britain opted to attack the invader with it's Norwegian complement of troops on Britains 0 chit, but was instructed that this was not possible, as those Norwegian troops would not be "activated" until Germany has had a round of battle capturing Norwegian territory?

Britain also reviewed the possibility of landing "reinforcements", and or attacking the invaders with amphibious British units.  But was instructed that any attack on the invading German unit, would be a D.O.W. by Britain against the Norwegians. As the Norwegian territory is not be occupied/attacked by Germany until the battle phase.

Can someone help us out with this one?  What can Britian do? When do the Norweigan troops become British?  Can they attack the invader? (I would argue counterattack but that would confuse everyone)

The moment the Germans attack Norway, Norway joins the Allies.  So, if the Germans land their paratroopers in Norway on the '0' chit (which they do not have to as planes can move on any chit draw), they are at war with Norway and Norway is an Allied power as of the German 0 chit draw.

If the British drew their '0' chit on the next draw, they could reinforce the battle that is already taking place (the only at start units in the battle and eligible to be front line for the first round of battle would be the Norwegian 2-3 infantry unit and the German 3-5 para unit).  Everything else that moves in (i.e. the other Norwegian infantry and any potential British landed via transports) would be placed in reserve and could potentially join the battle on subsequent rounds as reinforcements.  The same would be true for the Germans, if they decide to move a transport with 3 infantry (along with a naval leader since the 0 has already been drawn) on a later chit draw, the additional German infantry would be in reserve for the first round, but could potentially move up as a reinforcement for later rounds.

What about the narvik area? Germans drop paratroopers or land one inf with a landing craft, since there aren't any units defending the area, can the British or the Norwegians move units on a later chit draw? And if yes there are going to be any allies as front units so the Germans are the only ones rolling the dice on the first round of the battle?

Narvik is the easier route into Norway for the Axis.  See rule 9.0.2:

9.0.2 If a player moved into an unoccupied enemy territory it is not an attack.  The territory simply changes ownership.  The opposing player may move into and attack this territory on a later chit draw - in which case he would now be the attacker and the player that originally moved into the unoccupied enemy territory the defender.

If the Germans land troops there and then the Allies move in on a later chit draw, the German would be the defenders and the Allies the attackers in the Narvik territory.

The Norwegians could attack the newly landed Germans in Narvik (if the Allies get their '0' chit after the Germans move in).  The British could land troops in Narvik, but without a landing craft, they would be reserve for the first round (in the hopes that the Norwgians survive the first round of battle and the Brits could reinforce them).
