Soviet/Allied cooperation

from the rules:

The Soviet Union may not occupy the same land territory and may not attack the same territory or sea zone in conjunction with the rest of the Allies. The rule also applies to Japan and the rest of the Axis. Therefore, both the Soviet Union and the Western Allies could not attack a territory on the same turn;

Is this literally true.  If the Soviets attacked in the Land Combat Phase, would the Allies then not be allowed to attack in the mech pahse?

What about strategic bombing?

If the allies strategically bombed a space would this preclude a soviet attack in the mech phase?

Since it says soviets move first, if the soviets chose to bomb a space would that prevent the allies from attacking it?

Right - Soviets and Western Allies can not attack the same territory on the same turn.  So, one may not strategic bomb a space and the other attack it.  One may not attack it during the regular phase and the other attack it on the mech phase. . .the iron curtain has to drop somewhere.
