I only found the following reference to the rule question you have below, which will need to be clarified:
"Aircraft carriers utilizing strategic movement may also move their planes (therefore, their planes may not participate in combat)."
Clarification:
Planes on carriers may either move strategically by themselves before the carrier moves or move along with the carrier that strategically deploys and not move themselves, but planes can not fly off of a carrier that strategically moves after the carrier moves (and in effect getting two strategic movements out of the planes).
