Thoughts about an optional US set-up for Pacific?

Have been giving some thought to an optional US set-up for Pacific.  Instead of the historical US fleet deployment, make it a bit more random, so that the Japanese do not know exactly what is based at Pearl Harbor or elsewhere until they attack.  Maybe there will be carriers at Pearl?   Perhaps something like this:

When does that rule activate with 39 and 41 start?

It would activate whenever the Japanese declare war - not sure why there would be a difference between 39 and 41- what are you thinking about?

essentially, you set aside all of your at-start US naval units.  When the Japanese declare war (and cross the blue line in the Pacific), the US player rolls a die for each of those at start ships and places them on the map.

Oh ok. I missed the "set naval units aside". Sounds fun - unless both carriers are in Pearl...actually there would be more planes defending pearl... Hmm - most interesting ...
