There have been a few instances where a large group of infantry and/or static forts have been surrounded or just plain cut out of supply. If everything is -1 on attack and defense then attacking infantry are basically trapped if there are not artillery or armor units with them because units with a "0" attack value can not move without some sort of unit with a positive attack value.
  Sometimes the use of air units is overlooked. Even though all of the infantry have a "0" attack value, they can move with a unit with a positive attack value.
  Although anything with an attack value of "0" can not support a unit that needs support, the support unit can still attack on a "1" (just like an unsupported unit in a regular battle).
   Let's say you have a pocket of 10 Infantry that are trapped and out of supply and you want to attempt a breakout. The territory that you attack has 3 enemy infantry. You could attempt a break out with the 10 infantry and, let's say, 2 bombers that are within range to attack. You, as the attacking player, would get to roll 2 "1s" for the bombers every turn of combat until either all 10 of your infantry have been hit or you take the territory.
