Transports and Troop Capacity

Can a transport carry troops during the combat move AND during the non-combat move?  For example, during the combat move, a German transport carries three infantry from Denmark to support ground troops in Narvik.  During the non-combat move, could the transport move back to Denmark, pick up two mechanized units, return to Narvik, and then end its turn in another friendly port (all within the 8 non-combat move movement restrictions)?   Or, could the transport take troops from Narvik to another port (feasibly allowing troops to move a total of ten sea spaces - two during tactical movement, and another 8 in non-combat movement)?

transports can move both in the movement and the non-combat movement phase.  Note however a couple of rules around the movement of transports:

Note that transports have a tactical movement of only 2 spaces when conducting amphibious invasions (they may move 4 spaces tactically when not conducting an amphibious invasion or 8 spaces strategically like all other ships).  Transports may move, pick up, and then drop off when moving tactically.  Transports end their movement where they drop their cargo and they must drop their cargo all in the same space.

Transports moving strategically (8 spaces) must pick up their cargo before they start their move (they must start in the space where units embark from).  Transports always end their movement in the space they drop units off from.

In your example, German transports could drop guys off in Narvik on the regular movement phase; and then move tactically (4 spaces) to go pick up a couple tanks and bring them back up to Narvik on the non-combat movement phase.  The transport would need to end its movement ported at Narvik (where it dropped units off).  The transport could not move 4 spaces pick something up and then move another 4 and drop it off as if it is transporting units strategically (moving more than 4 spaces)  it must pick up its cargo before they start their strategic move.
