Minors who activate after the fall of france.

Finland, and the Balkan nations join the Axis the turn after France falls.  Are their units available to attack that same turn, or are those countries' units only mobilized on their activation turn?

In the First edition game, they are placed at the beginning of the turn after France Falls.  So, if France falls during the Summer turn, they are placed at the beginning of the Fall turn and may move and attack in the Fall.

This is slightly different in the Advanced game just to avoid any confusion - but spelled out in the 2nd edition rules.
