Please find attached the current rulebook which captures all of the suggestions, clarifications and edits to date. 

Version: November 2006

Updates:
Damaged British, German and Italian carriers may still carry their planes.
Neutral rules updated for Soviet aggression
Surviving first turn Polish unit rules changed for future games
Defensive air against unopposed para-drops changed
Rules clarified to address forum posts through 11/20/2006
Additional optional rules added

Updated Rulebook capturing calrifications, amendments and optional rules discussed up through February 2007.

Rule changes / updates:
Lend Lease rules clarified
Repairing ships clarified
Sub surprise attacks when no destroyers present changed
Sub retreat after combat clarified
Pacific blue line and Pearl Harbor rules changed

Optional Rules amended / added:
Airbase construction / upgrades now cost 5PP instead of 2PP
Spanish and Turkish optional trigger rules added
Event driven U.S. and Soviet entry optional rules added
Optional Italian surrender rules added
Optional airbase attack rules added

The Detroit gaming group suggested the following amended version of the Italian Morale Optional rule - I actually like it better  - so I am posting it here for those that are interested in using it as their optional Italian surrender rules
