We had this discussion before. The rules don't say otherwise so technically "yes". But at the end of the non-com phase Italian ships need to be docked at Italian ports so Italian East Africa is about the furthest ships could go. Probably not a great idea anyway. Sure - Italians could declare war during the mech phase and not have that limitation - not sure I see the upside of that beyond one turn. Maybe if they are trying for some tricky Gibraltar move....

Remember - Italian subs can run the Gibraltar gauntlet tactically during the game. They can tactically move through and expose themselves to the equivalent of a one DD Asw roll. 1 = loss, 2-3 = return and stops movement.

Yeah , but The strategy would be to do it quick before italy declare war with the subs and move to german harbors

Remember Italian subs can attempt to move through Gibraltar after Italy declares war.

No - they can only move tactically past Gibraltar - which is only during the regular phase.

Which is bad on the newest map. they can't move back tactical. (Would need 5 spaces from bay of biscay to Western Mediterranean.

The Sea Zones around Spain\Portugal are a bit bad. They were  much better in the old map if you ask me. (4 Spaces)

I would say revert it the sea zones back to the old state ( at least around spain)
