Transport Planes (Movement Phase)

When do Transport Planes land in the movement phase to drop their passenger (not paradrop) ?
Are they still in air until the landing Phase (After mechanized)?

And if not, can they move 3 spaces back in the landing Phase, carrying new troops again and then move again in the Non-Combat Phase(6 Spaces or 3-3)?

Ok - Regular phase - planes move range - 3 spaces. Landing phase at end of regular phase - plane move 3 spaces. Non com - plane can move 3 spaces and move 3 spaces again - picking up and dropping off only once during this movement. Total spaces it could move is 12.

Example:
Regular phase  - Transport plane move range - 3 spaces. From Berlin to friendly occupied Oslo and unloading a mountain infantry
Landing Phase - Transport plane move range - 3 spaces. From Oslo back to Berlin and unloading a regular infantry that the transport plane pick up in oslo.

Is this allowed?

picking up and dropping off only once during this movement.  Only for Non-Combat Phase?

Easy way to remember - one pick up and drop off in regular phase. One pick up and drop off in non com phase.
