Prior to war with the US, may the Germans attack US Lend-Lease points?

Yes.

Lend lease points in the north Atlantic convoy zones - yes.  But the Axis may not attack the convoy zones that are adjacent to North America (both the East Coast and Canadian convoy zones that are adjacent to North America).
