Also apparently Vichy doesn't receive any income, but can they snap fire allies units that move through their sea zones? Talking about the 2 French ships off the coast of west Africa

Per the Vichy rules - the Vichy give 1/2 of their production (1/2 of 12 = 6) to the Germans.  They do not have any of their own.
Vichy ships are considered in port and do not get to snap fire at things moving through their sea zone.

Thx for everything Mark, I had the old set up with the 2 french naval ships off the africas west coast, we started our first ever game, Spring41,
..on the first turn we are only using the west front chits, since germany and russia arent at war yet, but we will start using the est front chits next turn(Summer41) if germany declares war on russia this turn(spring41), right?

Another thing I would like to pin point is that the old naval board says 3 plus 1 extra, and the new one says 4 plus one . I quess we are playing with the new one now right?

so no eastfront chit draw on the spring 41 turn? not even if germany declares war on the first westfront chit, russian units will only move on german 0 west front chit, then next turn will start normally with east front chits draws, I wanna make sure I got this right

Yes - soviets move everything after the German 0 chit on the turn of Barbarossa.
