Rules questions from first edition / Supply through Vichy

The rules allow for the Axis to trace supply through Vichy controlled territories. 

Can Italian units in North Africa trace supply through neutral Vichy territories even if the UK controls all the Med. sea zones?  Does the neutral status of the Vichy allow supplies to get through?

The Japanese special rules write up talks about the instances in which the Japanese actually invade across the the Red line and Yellow line, but there is also a section that specifically states this:

If Japan occupies the Chinese territories of Kunming or Chungking, the U.S., Britain and Free France declare war on Japan and the European Axis.

Does the use of the word "occupy" in this paragraph mean that the Japanese player can attack these territories and then retreat after one round of combat- thus allowing him/her to loophole around the rule and inflict damage upon the Chinese?

The other three points in this section talk about the action of attacking as being enough to warrant war with the WA/USSR, but this point is written in such a way to allow this kind of rules lawyering.

This also bring up the matter of Strategic Warfare against these two territories.  I agree with the ability of the Japanese to be able to strategically attack these territories, but any ground attack against these spaces should have the same consequences as the other mentioned acts.

A mess up?  An old rule that no longer is there but the map still has the line?

Rules questions from first edition / Poland Situation

Last night we had the situation where Germany attacked Poland and occupied the western three territories. 

In the battle for the southern most territory (Galicia), the UK player, who was running the Poles, retreated two infantry and a fighter back to Lwow.  This then left the Poles in control of Lwow and Brest-Litovsk at the end of Axis turn.

During the ensuing Allies turn, I (the USSR player) was going to attack those two territories.  The Polish (UK player) wanted to move the fighter from one territory to the other.  (I understand that he could have left the fighter in either territory and it would have been able to defensively respond to either territory.  That is not the issue here.)

My question (and the gameplay debate that I started) was whether the Poles have a normal turn, like any other country, or if they are a special case and can't do anything?

The problem here is that if they (The Poles) have a turn to move and/or attack (Are the Poles considered "In Supply" if Warsaw doesn't fall?) they are doing so at the same time that the USSR is doing their turn.

This leads to some screwy issues of the attacker and defender both moving and attacking at the same time.

I am glad that we are coming up with soooo many things for you to clarify.

This may be one of those times (Like the 'Japanese Garrisons in China' issue that I brought up at Origins.) where you guys have what you think should happen in the game right there in you head, but it didn't make into the rulebook.

After France has fallen, what are the conditions for it to start producing units again?

We do not see anything on how France becomes an active country again. 

Must the WA retake Paris before the French can start to produce again?  Or do the WA just have to liberate any French production center?

Can fighters on ACs make strategic moves from the ACs?  If so, does the air unit move before the AC moves (either a tactical move or a strategic move) or does it launch after the AC moves?

After would seem to give it crazy range if the AC is allowed to move.  Especially if it (the AC) also made a strategic move.

Is this an instance where only land based air units can make a strategic move and the air units on an AC only get to ride along with the AC on a strategic move?

I understand the idea of flying out to meet the ACs by making a strategic move (ie the Attack on Pearl) with the fighters.  Or a strategic move plus a mech phase move.  They were probably being used on the Asian mainland and then met up with the ACs north of Hawaii.

This question comes about from the USA player trying to get fighters to the other side of the Pacific in one turn.

Does impassable terrain cause a territory to be out of supply?

Example: Kiev is only adjacent to a friendly territory across the Pripet Marsh.

Are the air units going into a ground battle shot at by the AA gun before they are laid out on the ground battle chart or after?

This is pertinent from the standpoint of a battle in which some of the air units are supporting front line units and others are not. 

If the AA guns fires before the air units are positioned on the ground combat chart, then the decision as to what air units are supporting and are not supporting is easily made. 

But if it comes after placement on the ground combat chart, then it is likely that some of the supporting air units could be destroyed.  That then leaves the question of whether some of the unsupporting air units could then shift up into supporting positions to replace the downed air units.

I hope that you understand the situation that I have put forth.  If the AA fire is before the placement of air units on the ground combat chart, then the owner of the air units can place the surviving air units in any combination (supporting/nonsupporting)  he likes.  If the AA fire is after the placement of air units on the ground combat chart, then there is the need to clarify if the owner of the air units allowed to reshuffle the placement of the air units after said AA fire.

The build limit for the Chinese fighter on the production chart is 1. 

The question I have is about the idea of having a fighter sitting on the production chart waiting for the on board fighter to die.  The players in my group have decide that it is a great idea/loophole to exploit.  Pay for a fighter to sit on the chart and then it can just wait until there the other one is destroyed.

It seems a bit cheesy to me.

Please take a look at this.

I understand that each minor allies/ commonwealth country that you control (that has the white info box in it) raises the infantry build limit. 

What I want to know is:

1) Are you forced to place an infantry unit there?  ( i.e. You normally are limited to 8 infantry, but now you have one of these minor countries.  If you build 9 infantry, are you forced to place one of the nine in that country?)

2) Are you limited to only one infantry unit being built there?

Rules questions from first edition / Convoys

I have two convoy questions:

1) The Murmansk and Soviet Far East Convoys- Are these two convoys only Lend-Lease convoys or are they dual purpose convoys like the ones in the North Atlantic?

I attacked the Murmansk convoy thinking that I could hit it like I do the UK convoys in the North Atlantic (the upper half of those convoys- not the lower half Lend-Lease part), but the USSR player and I then started to mull over that wording of the convoy.  We decided that the wording was more like the wording of the various Lend-Lease convoys that are on the map.

The Murmansk convoy is worded differently than the other Lend-Lease convoys in that it doesn't have the usual send (x) pp to get (y) pp through.  I take it that in its case, the full amount sent can actually reach the USSR.

2) The Japanese supply convoys in the sea zones south of the Philippines-  Can these convoys be attacked by the Western Allies even if the Japan doesn't control the seazone or any of the territories (islands) in the area? 

The game we are playing just had the Japanese attack Peral Harbor.  A lone US sub is down near Australia and is running up into one of the Japanese supply convoys that is actually south of the "Blue Line".  The Japanese have not passed into these sea zone yet in the game.   Are they viable targets at this time?

Hey guys,
Here are a few questions concerning different units in the game.

1) Certain units are listed on the country charts as being available after a certain historical time.  The country chart talks about the early versions of these units can no longer be built. 

The question here is:  Does the early version of an unit that is on the map when the time frame is reached remain on the board?  Does it stay on the board in its present form or does it upgrade?

My personal interpretation is that it stays on the board as is.

2) Related to that is the question concerning other country charts that only talk about when certain new units are available and don't talk about other units being superseded by these new units.

I take it that is this case, the new units are in addition to the old units?

I would say that if it doesn't specifically talk about these units no longer being able to be built that they still could be built by the player.

3) The UK early naval fighter- I take it that the only kind of fighter that can be on a UK carrier before the specific date on the UK country chart is the UK early naval fighter?  After that date a normal UK fighter can land on a UK carrier?  Can the UK early naval fighter "land" in a land territory or must it always operate from a carrier?

That's what I can remember right now.  I am sure that more will come back to me tomorrow night.  It is a little tough to write these things down as they come up and try to be the information guy at the same time.
