Sea zone control does not impede non-combat movement - only supply

Naval units may move through enemy controlled and enemy occupied sea zones on this phase to get back to a friendly port.

Specify that the replenishment ship needs to be able to provide supply to the units paired with it. In other words the replenishment ship can't be empty -
