China- Flying Tigers

The build limit for the Chinese fighter on the production chart is 1. 

The question I have is about the idea of having a fighter sitting on the production chart waiting for the on board fighter to die.  The players in my group have decide that it is a great idea/loophole to exploit.  Pay for a fighter to sit on the chart and then it can just wait until there the other one is destroyed.

It seems a bit cheesy to me.

While cheesy, it is an accurate interpretation of the rules as written.  I suppose the U.S. could invest in a lot more planes, volunteers and supplies to keep the flying tigers going (without a couple turn hiccup) even with a lot of losses if they really wanted.

I would allow it unless your gaming group does not like the rule as it is written for future games.

Q: Can the US "Volunteer" Fighter make attacks outside of China?

Examples=>
1) Strategic Warfare attacks in SE Asia

2) Air attacks against naval units in the Pacific and Indian Oceans

Yes it can.  But it must land in China.
I'll make a note of that in the rules.
