Blue Line in the Indian Ocean

Guys,
A question from a ways back, but never got asked-  What is with the blue line in the Indian Ocean?

A mess up?  An old rule that no longer is there but the map still has the line?

I think its there for the US.  The eastern fleet cant move (what is it two spaces from the east coast?) and the western fleet cant move to the easern front via the long way to affect battles in the east.

Correct Northman,
      Until the US is at war, the Pacific US fleet may not move across any of the Blue lines in the Pacific (and the East Coast US fleet must stay off the East Coast until at war).
