Is Spanish Morocco a territory of Spain? 

I ask from the standpoint of placement of Spanish units when it is activated/attacked.

The rules as written would say the Spanish need to set up a guy in Spanish Morocco as well as Mallorca.  This can be discussed and amended - but for now that would be the interpretation of the minor set up.
