Do US subs crossing the "blue line" in the Pacific trigger Japanese Kamikazes or just surface combat ships (destroyers, cruisers, battleships and carriers)?

Hi!  Awesome game!  One question came up last weekend:
If I strategically move my fighter - can I conduct combat with it in the mechanized movement phase?
