The limitation built units for soviet and american is by turn or the total time in pre-war? tahnks a lot. all

The numbers in parentheses is the number of units that can be on the production chart at any time.  Just like the regular production number for anyone at war.

The US can only have one of each unit on the production chart at a time.  But that means that any unit the comes out in one turn (like infantry and transports), can be produced each turn.
