Harbors & Uboat Pens

Have too much time today i guess

Whapt happens when planes or submarines moving into a zone containing a harbor or a uboat pen to attack it and the ships inside have not moved yet?

Can they try to escape or are they pinned like airbases?
If they can escape i guess  there may be a snap fire attack from the planes with -2 DRM Bonus in Harbors?

Yes - Uboats in harbor are vulnerable and are treated just like other ships  in port with regards to Air attacks. Sub pens allow only bombers to attack at a reduced chance to hit subs. If subs move through/out/in a space - destroyers/air can use ASW snapfire.
