Can a sub defend a convoy against a strategic attack by another sub?

A highly contested rule: But on the strategic warfare battleboard, subs have a defensive value of "1", so are allowed to defend covoys on a "1".

I know, I know, subs sank other subs like 3 times in the whole war - but if you get lucky and roll a 1, you figured something out the Allies didn't in ASW warfare I suppose.
